If the PWR LED is on but the HRTBT LED is not blinking and you aren’t seeing anything on the HDMI display here are some things to try:

        1. Check the position of the Boot switches(BOOTSW) near the USB HOST port are in position 010 for eMMC boot mode(2 switched on the either side need to be towards the board, the switch in the middle needs to be away from the board).

        2. You can also use the SD card boot interface(X5) to boot the board. The binary images you need to boot the board via SD card are provided here. You will also need to change the positions of the boot switches(BOOTSW) to 101 (opposite of eMMC boot mode positions on all 3 switches) to boot from SD card.

        3. When you power the board, unplug all the other connectors including the HDMI connector. You can plug them back in after you booted up the board. This is to make sure that the board is not getting any stray power from the connectors(especially HDMI) and staying in a faulty state instead of power OFF.
