        A board with a OSD3358-512M-BCB is mounted in an enclosure (“The unit”), the following was observed:
        The unit was placed in an environmental test chamber, in which the temperature was brought up to 70 Celsius. The unit ran for hours without any notable issues. Upon removing the running unit from the test chamber, the power was cycled but the unit did not start up. None of the LEDs indicated any life. We let the device sit for about 10 minutes to cool down (Aluminum enclosure was definitely hot to the touch), and then tried starting up again. Started without issue.
        We repeated this test a few times and had basically the same results each time: While the unit can run if placed in a high-heat environment, it will not boot in such an environment to begin with.

        Is there something in the C-SIP that might prevent powerup or booting in the above scenario?

          When running at 70C ambient, what is the case temperature that was observed?  The OSD3358-512M-BCB is rated to 85C case temperature.  From your description, it sounds like the second power up is not being detected.  This could be due to some of the components being outside of the thermal spec.  If you place the unpowered unit in the chamber, soak the device at 70C, and then try to start up the device, do you see any issues?
